The mail in voter registration form is widely available at our offices and satellite locations listed further down the page. We are also able to mail it to you. Mail the completed Affidavit on Application for Voter Registration to the Hilo Elections Division. The application below can be filled out before being printed and mailed, just remember to sign it!

Visit the Hilo or Kona Elections Division Office to complete an Affidavit on Application for Voter Registration.
Cancel My Voter Registration
You may cancel your Voter Registration by completing the Cancellation of Voter Registration and mailing it to our Hilo office.
To register to vote in the State of Hawai'i, you must be:
- A U.S. Citizen
- A resident of the State of Hawai'i
- At least sixteen (16) years old.
- Hawaii law allows qualified individuals to pre-register at 16 years of age. Upon reaching 18 years of age, individuals will automatically be registered and mailed a ballot.

Voters may register online at any time or in-person at a voter service center. Online registrations much less than a week from the election may not allow enough time to receive a mailed ballot, so register as soon as possible.
When do I need to update my information?
You should update your voter registration information if you changed your name, residence address or mailing address. You should also cancel if you are no longer qualified to vote in the State of Hawaii.
What if I want to change my party affiliation?
The state of Hawaii and its counties do not track your party affiliation, and all voters receive the same ballot within a given district and precinct. To change your party affiliation you must contact that party directly.
Can't I just update or cancel over the phone?
For security and documentation purposes, all voter registration changes must be performed by signed affidavit.
Certificate of Voter Registration
Proof of voter registration is available through a Certificate of Voter Registration. A Certificate of Voter Registration may be issued to a properly registered voter at the Hilo or Kona Elections Offices. The cost of the certificate is $2.00, and please bring a picture ID. Please note the Certificate of Voter Registration does not contain your residence or mailing address.
You may also request to have a Certificate of Voter Registration sent to you by completing the form and mailing it to our Hilo office.
